How Municipalities Can Work With Startups: From Yakitori Counters to Regulatory Sandboxes

地方自治体は「規制のサンドボックス制度(METI, Cabinet Secretariat が用意している仕組み)」や「スタートアップの公共調達促進(Cabinet Office / METI の施策)」を活用して、スタートアップと住民をつなぐ実証→調達のワンストップを作るべきです。要するに、設計次第で行政は短期間でイノベーションを取り込めます。

今、地方自治体でよく聞く課題は規制や調達の“ハードル”です。中央で規制のサンドボックス制度があり(経済産業省や内閣官房の取り組み)、またスタートアップの公共調達参入を促すガイドがあるのに、現場では「どう動かすか」が分からない自治体が多い。これ、僕がプロダクトやコミュニティを作ってきた現場感と重なって見えます。
大学の起業サークルP&Dで、金銭的報酬がなくても人を動かす方法を学んだんですけど、あの経験は自治体にこそ使える。焼き鳥「ほどほど」で幼少期に培った“人が集まる場作り”は、そのままデジタルコミュニティ設計の原型です。さらに、カヤック時代の現場開発、フリーランスでアプリを出しまくった経験、2019年にno plan inc.を作ってからのWeb3実装(ReConeで能年玲奈さんのNFTコミュニティを作った話や、GawainAIで短尺動画を自動生成した事例)を通じて、技術を一般に受け入れさせるノウハウを蓄えました。
学んだ教訓はシンプルです:小さく早く、住民と一緒にやる。例えば自治体向けにこんな仕組みを提案します。
1) Municipal Innovation Sandbox Hub: 複数自治体が共通で使える“スモール実証テンプレート”を用意。METI/内閣官房のサンドボックス枠を活用して法的調整を短縮。
2) Public Procurement Bridge: 政府の公共調達推進のガイドに沿い、スタートアップ評価の共通枠を作り、複数自治体が共同購入できる枠組みを整備(中小・デジタル向け)。
3) Resident Co-creation Layer: 僕がReConeでやったNFTコミュニティ運用や、5時間だけシンデレラタイムのマッチングで得た“参加設計”を使い、住民が実証に参加しやすい仕組みを導入。
4) Lightweight KPI & Analysis: 僕が提唱している“分析省”的な考えを取り入れ、実証の効果を数値化して次に繋げる。
要するに、規制のサンドボックスと公共調達促進の枠組みは既にある(METIや内閣官房、Cabinet Office の取り組み参照)。あとは現場で回すためのテンプレートと住民参画の設計が足りないだけです。僕はno planやノーギアスで学んだ"民主的にやる"運営と、¥30Mのデットで成長を回した経験を自治体の実証に応用できると思っています。
