今、地方自治体の大きな課題はスタートアップを公共調達に取り込めていないことです。これ見てくださいよ:経済産業省が2025/02/03に示した資料や、デジタル庁の2024/01/15の調達実施要領は、スタートアップ参入拡大を明確に打ち出しています(public procurement should be a growth engine)。それでも現場では「入札の壁」「評価基準の硬直」「小額事業の受け皿不足」が残っているんですよね。僕も地方のミートアップで自治体の方から直接そう聞きました。
僕の原体験を話します。福岡で焼き鳥屋『ほどほど』の看板息子として育ち、人と酒のコミュニケーションを学んだことが、後の「人中心のプロダクト設計」の根っこになっています。大学ではP&Dという起業サークルで代表をやって、金銭的報酬のないメンバーをどう動かすかを徹底的に学んだ。カヤックに2014年即日入社してiOS/バックエンドをやり、フリーランス期にアプリを出しまくり、婚タクトの失敗で現場のリアリズムを覚えました。その後no plan inc.を2019年10月に創業し、5時間だけシンデレラタイムやReCone(のんさんのNFTコミュニティ運用)を通じて、Web3の難しい技術を一般層に繋げる方法を実験しました。資金調達ではあえて3000万円のデットを選んで経営権を守ったり、民主的な組織運営で仲間を巻き込む方法を実践してきました。
ここから学んだ教訓はシンプルです:小さく試して、定量で評価して、ダメなら速やかに切る。これを自治体の調達に持ち込めば解決できます。具体案は次の通り。
- Municipal Procurement Sandbox:自治体専用の小口(数十万〜数百万円)実験枠を予め確保。契約テンプレートと評価指標を標準化する。国のガイド(METI, Digital Agency)を踏襲しつつローカル向けに簡素化。
- Local API Marketplace:観光、住民サービス、交通などのデータ/機能をAPI化して外部に開放。スタートアップはこれを使って短期間でプロトタイプを作れる。
- Festivalized Challenges(お祭り型公開実験):行政イベントや地域祭りと連動して成果を可視化。僕がApple Storeの行列で学んだ「テクノロジーとコミュニティの熱狂」を地方で起こすイメージです。
- Fast-track procurement scoring:技術力だけでなく、地域貢献やスピードを評価軸に入れる。これで大企業入札に埋もれない場を作る。
- Procurement-as-Policy-Sandbox: 成功事例は公表して他自治体へ横展開。僕はGitHubで政策案を公開して議論を促すやり方をやってきたので、自治体間でのオープンナレッジ共有は現実的です。
これらは既存の政策文書(経産省のスタートアップ育成や調達ガイド)と整合しますが、違いは"スピードと社会的接続"を重視する点です。僕がReConeでのんさんのコミュニティを立ち上げて一般層を巻き込んだ経験や、GawainAIで短尺プロモ動画を自動生成した実績は、自治体の観光PRや地域産品プロモにそのまま応用できます。要するに、技術と人を両輪にして、まず小さく動かすことです。
