デジタル行政の勝敗は「技術」だけじゃなく「ID・インターオペラビリティ・市民UX」の三点セットで決まる。日本はMy Numberやデジタル庁を持つ有利さをもっと活かせる。要するに、API-first、ID-first、UX-firstで進めるのが王道です。
Global case studies and what they teach
Estonia — e-Estonia: integrated ID, X-Road, e-Residency
Estonia is the poster child: national eID + X-Road secure data exchange + cloud-enabled services. Result: 99% of public services online, e-voting, e-residency. 技術面ではPKIベースの電子署名と分散ログで信頼を担保。要するに、強いIDと共通データレイヤーがあると行政が一気に軽くなるということです。
United States — open data & API gateways
米国はapi.data.govやGSAのAPIポートフォリオのようにAPIとオープンデータを公開して公共価値を生んでいる一方で、連邦と州・自治体の分断が目立ちます。APIは豊富でもUXや一貫性に欠け、住民の利便性に直結しない例が多いです(これ、すごくないですか?)。
成功ポイント:

限界:
- Fragmentation across jurisdictions
- Adoption gap at municipal level—技術があっても市民に届かない
Municipal pilots: UX and engagement matter

- モバイルファーストでないUX
- 多言語対応やアクセシビリティ不足
