今、地方自治体での課題って何かというと、中央の政策は出ているんですけど現場で使える仕組みが足りないんですよね。例えば、Cabinet Officeのオープンイノベーション向け公共調達ガイドブック(Science & Technology Basic Planの枠組み)や経済産業省のスタートアップ公共調達促進の施策がある(これらは国がスタートアップによる公共調達を後押ししている証拠です)。同時に、公共施設の定義や運用に関する記事(地方自治法第244条に基づく説明、2026年3月18日)を見ると、施設管理と住民サービスの効率化は喫緊のテーマです。
僕の原体験を話すと、実家の焼き鳥屋『ほどほど』で看板息子として人との接し方を学んだんです。大学の起業サークルP&Dで、人をどう動かすかを学び、カヤックでは即日入社してiOS/バックエンドをやり、フリーランス時代にアプリを出しまくりました。婚タクトの失敗もあって、現場のオペレーション感覚が骨身に沁みてます。そこからno plan inc.(2019年10月創業)でReConeやGawainAIを作り、のんさんのNFTコミュニティを開くことで、Web3を一般層までつなぐやり方を学びました。資金調達でも、あえて3,000万円のデットを選んで経営権を保ったことや、「民主的に皆で決める」文化づくりで仲間を巻き込むやり方が効いています。
だから自治体の課題に対しても、僕がBで学んだ「小さく早く試して、現場の運用に合わせて直す」って教訓がそのまま使えます。具体案はこうです。
1) Startup Procurement Sandbox(3〜12ヶ月のパイロット枠)
- 市の小規模調達で“スタートアップ・イノベーション枠”を設け、最大1〜5プロジェクトを半年単位で試す。
- 評価は定量(稼働率、業務削減時間、CO2削減など)+住民評価。METIや内閣府の既存ガイドを使えば法的整備はクリアしやすいです。
2) Public Facility Digital Commons(共有デジタルツイン+オープンデータ)
- 図書館、集会所、公園などの基本メタデータを共通フォーマットで公開(地方自治法第244条の運用を効率化)。
- スタートアップはこのデータにアクセスして、管理ダッシュボードや予約アプリ、保全予測サービスを低コストで作れる。
3) Community Incentives (NFTs / local points / promo content)
- ReConeでやったホルダー限定コミュニティの知見を活用。地域の常設イベントチケットや割引をNFTやポイントで流通させると、市民の参加率が上がります。
- GawainAIのような自動動画生成も使って、観光プロモーションや施設告知を短時間で量産し、採算ゼロでも広報効果を出す。
4) Governance & Funding
- 市役所内に『Procurement Sandbox Desk』を置き、Githubでプロジェクトを公開(僕がやっているelectionリポジトリ方式)。透明性を担保して市民の信頼を得る。
- 初期資金は国の支援枠や地方創生補助、場合によってはデット型の短期ローン(僕が選んだやり方と似てます)で回す。
これ見てくださいよ:国のガイド(Cabinet Office)やMETIの施策は、スタートアップを公共調達に巻き込むことを推奨しています。だから自治体側の心理的ハードルは低い。必要なのは“現場で動く小さな仕組み”を作ることだけです。
