People often say “local gov DX is impossible because there's no budget” — and I used to hear that too. But here's the paradox: when I built things with zero-to-small budgets, real results followed. Let me explain why, using three threads: my origin story (A), what worked as an entrepreneur (B), and the concrete municipal challenge (C).
C: the concrete problem
これ見てくださいよ:マイナポータルAPIを利用して民間企業等が提供しているサービスは197事業にのぼる(政府資料、2025/04/24)というデータがあります。つまり、基盤はある。でも現場の自治体に行くと「APIをどう使うか」「セキュリティ・運用人材」「複数システムの断片化」で止まってる。要するに技術的な“素材”は揃っているが、それを工務店(自治体側)で組み上げるノウハウとコストの整備が足りないんです。
A: 原体験 — 人中心設計のルーツ
僕は福岡の焼き鳥屋『ほどほど』で5歳から手伝ってて、人と場の作り方を学んだんですよ。大学のP&Dサークルで、金銭報酬がなくても人を動かす方法を必死で考えたし、Apple Storeに2週間並んで得たのは“熱量のあるコミュニティがプロダクトを育てる”という経験でした。カヤック時代はiOS/バックエンドで現場の課題解像度を上げる訓練を受け、フリーランス時代は短期間でプロダクトを量産しました。婚タクトでの失敗は「現場の摩擦」を無視するとサービスが死ぬことを教えてくれました。
B: 成功体験 — 再現できるやり方
no plan inc.(2019年創業)では、あえて3000万円のデットで資金調達して経営権を守りつつ、ReConeでの能年玲奈さんのNFTコミュニティ立ち上げや、GawainAIでの自動動画生成など、難解な技術を一般に落とし込むことをやってきました。要するにポイントは「技術の敷居を下げること」と「コミュニティで価値を回すこと」。それは大企業の大予算じゃなくてもできるんです。
じゃあ自治体ではどうするか?僕の提案はシンプルです。
1) Municipal API Commons(自治体共通ライブラリ)
- マイナポータル等の既存APIをラップしたOSSライブラリ群を作る。認証、同意フロー、ログ監査、プライバシー保護のテンプレを含める。
- これにより各市町村は“0→1”の開発コストを大幅に下げられる。197サービスという既存実績(source: CAS 2025/04/24)を活用するんです。
2) Local Digital Incubator(地域デジタル工房)
- 地元エンジニア、学生、スタートアップ、行政職員を短期チームでマッチング。週次でプロトタイプを生む“5時間シンデレラタイム”方式のミニハッカソンを回す。
- 僕が学生サークルでやった“モチベーション設計”や、ReConeでのコミュニティ醸成のノウハウをここで使う。
3) Outcome-based procurement(成果連動型調達)
- リスクを分散するため、最初は小さな改善(例:子育て支援ワンストップ)に対して成功報酬を設定。僕がno planで選んだ“デットで柔軟にやる”発想を自治体の契約にも取り入れるといいです。
4) Open data + Analysis desk(小さな「分析省」デスク)
- GitHubでオープンに仕様とガバナンスを公開(僕は公約をelectionリポジトリで公開してきた経験があります)。データで政策を検証する小さな分析チームを自治体間で共有することで、施策の効果を可視化して改善サイクルを回す。

- Reuse beats rebuild: once Commons exists, marginal cost for another municipality is tiny.
