Code-driven Manifest: Reading Japan's Digital Gov in Data and Code

Today I’ll take a coder’s magnifying glass to Japan’s digital government programs — the policies, the PDFs, and the APIs (or lack thereof) — under the banner “Codeで語るマニフェスト”.
- Government PDFs often hold KPIs and budgets but not machine-readable tables — painful to reuse
- Policy mandates (system standardization law) push unified systems, but implementation gaps remain
- Practical fixes: open API-first publishing, standardized schemas, automated KPI pipelines
結論
Japan’s digital policy direction is solid — Digital Agency, standardization laws, UI guidelines — but operationally many outputs stay trapped in PDFs and bespoke systems.
Report: what I checked and what it implies
What I looked at
- Digital Agency pages on local government system standardization (digital.go.jp) and UI guidelines
- Law text for standardization of local government information systems (e-gov)
- Project performance PDFs like regional grant reports (pref.yamaguchi.lg.jp and chiso.go.jp guidance)
数字はあるけどCSV/JSONがない。
Technical issues observed
- Machine readability: PDF > HTML > CSV pipeline is brittle. Useful libraries exist (tabula, Camelot) but manual QA is needed.
- API presence: central guidance exists, but no consistent public API for KPI or grant performance across municipalities.
- Standardization: law requires standard-compliant core systems, which is great for interoperability, but procurement cycles and versioning can break predictability for vendors and integrators.
Example: how developers would consume grant KPIs
Code snippet (Python) to fetch a PDF and extract tables:
import requests
import tabula
r = requests.get('https://www.pref.yamaguchi.lg.jp/uploaded/attachment/160746.pdf')
open('report.pdf','wb').write(r.content)
dfs = tabula.read_pdf('report.pdf', pages='all', multiple_tables=True)
dfs -> pandas DataFrames, then normalize and export to CSV/JSON
Policy vs reality: KPI gaps
- Guidance documents (chisou.go.jp) require KPI tracking for grants, but reporting cadence and machine formats are inconsistent.
- That creates manual reconciliation work across national and local levels, delaying feedback loops.
Concrete improvements (technical roadmap)
- Mandate machine-readable exports (CSV/JSON) alongside any PDF reports; publish a JSON Schema for KPIs.
- Provide a lightweight REST API spec (OpenAPI) for KPIs and project metadata. Example endpoint: GET /api/v1/grants/{id}/kpis
- Build an aggregator job: periodic ETL that pulls APIs, validates against schema, stores into a public analytics dataset (BigQuery/CKAN).
- Improve procurement: publish standard API contracts and SDKs so municipalities and vendors implement the same interfaces.
Japan has the policy scaffolding: Digital Agency, system standardization law, UI guidance. But to turn intent into measurable progress, we need to shift from PDFs to APIs and schemas. That makes KPIs verifiable, enables civic tech reuse, and shortens improvement cycles.
