How Municipalities Can Run Startup Pilots Without Getting Stuck in Procurement

- Three quick points
- From my time leading a university dev club and building ReCone with NFT communities, I learned small, iterative pilots + simple legal templates unlock adoption
- Proposal: a lightweight Procurement Pilot Kit (open-source templates, voucher pilots, community co-funding) that municipalities can deploy fast
結論
Municipalities should stop trying to buy finished products and instead run fast, low-risk pilots with startups: small budgets, standardized IP/contract templates, voucher-style procurement and community co-funding. Make the playbook open-source so any town can copy, iterate and scale.
- 3–6 month voucher pilots (small sums, e.g. <3M JPY) to validate impact
- Standardized, open-source procurement and IP templates on GitHub so councils don't need lawyers each time
- Community co-funding options (local businesses, tokenized memberships) to share risk and build adopters
- Simple metrics dashboard and public results so other municipalities can copy
