I grew up in Fukuoka — born in Minami-ku, raised in Hisayama — helping out at my family’s yakitori shop "Hodohodo" from age five. That messy, analog front-line taught me one thing: people love experiences. When I joined Kayac in 2014 as an iOS/backend engineer, and later went freelance and founded no plan inc. (Oct 2019) and NoGears (Apr 2025), I always came back to the same idea: technology should help humans connect and create value, not replace them.

And Fukuoka recently reported an economic effect of ¥140 million from inviting digital nomads. These are concrete signs that people and companies are willing to move if the environment is right.

But here’s the problem municipalities actually face: local shops and service businesses still run on cash registers, paper inventory, and ad-hoc marketing. Tourists or nomads arrive, but merchants can’t accept digital payments or create engaging short-form promos. Retail tech companies like ToshibaTec are already pushing POS, RFID, and generative-AI tools for retail — the hardware and platform ecosystem exists, but adoption in regional SMEs is low.

From my failures and wins: in university my wedding-app idea failed because real users don’t change their behavior in ceremonies. That taught me to design for actual workflows. Later, my app "5 hours only Cinderella Time" actually led two friends to meet and get married — that success showed me products can change lives when they fit human behavior. At no plan inc. we built ReCone (NFT communities with actress Non) and GawainAI (one-image → vertical short promo videos). Those products prove two things: creators + easy AI tooling = mainstream engagement, and communities can be monetized sustainably.

So what can municipalities do, concretely?

1) Regional DX Kit (subsidized pilot)

  • Provide a low-cost bundle to 200 local merchants: modern POS (card/QR), RFID for inventory, and a GawainAI-powered content generator to create 30-sec vertical promo videos from one product image. Think of it as "hardware + creative autopilot." Municipalities can bulk-buy or partner with vendors like ToshibaTec-type providers and offer staged subsidies.

2) Creator + NFT Community Booster

  • Use a ReCone-style platform to onboard local artists, farmers, and chefs. Issue small NFT passes that give holders discounts, event access, and voting rights on local festivals. It’s a way to create recurring engagement and bring tourism back to town centers.

3) Digital-nomad & HQ Relocation Package

  • Offer temporary housing partnerships, coworking credits, fast-track business registration, and meetups. Pair incoming talent with merchants trained in the Regional DX Kit so nomads can immediately shop, dine, and promote local services.

4) Analysis Office (データで検証する)

  • Create a small municipal "analysis" team (I’ve advocated this publicly on my GitHub election repo) to track KPIs: POS adoption rate, average spend per visitor, video engagement, and relocation numbers. Iterate policy monthly, not yearly.

Funding & governance note: during no plan inc. we intentionally took ¥30M debt instead of diluting equity to keep control and focus. Municipal pilots can use low-cost loans, outcome-linked grants, or revenue-sharing with vendors to keep incentives aligned.
