From Campus Startup Circle to City Hall: A Playbook to Open Municipal Procurement to Startups

  • Local governments struggle to bring startups into public procurement due to rules and risk-averse processes.
  • From my time leading the university startup circle (P&D) and building ReCone, I learned how to mobilize people and make complex tech approachable.
  • Proposal: municipalities should run "trial procurement hubs" combining METI-style regulatory guidance, Cabinet Office trial contracts, and community-led pilot tokens (NFT-like) to lower barriers and collect proof-of-value.

結論

Municipalities can unlock local innovation by creating low-friction, data-driven trial procurement programs that borrow lean community tactics I learned in my university startup circle and the mainstreaming approach we used with ReCone. Use existing tools (METI guidance, trial procurement), measure impact, then scale.

Local governments want startups to solve local problems, but procurement rules and risk aversion block participation. METI's guidance (Apr 2023) even lays out the playbook: ① identify regulations, ② use existing exceptions, ③ collect data/proofs, ④ request new exceptions when needed. Cabinet Office materials (Jan 2025) push the "トライアル発注制度"—trial contracts—to give startups a foot in the door. Also, national-local startup collaboration meetings started in July 2024 to operationalize this.

1) Trial Procurement Hub(TPH)

2) Community Pilot Tokens(CPT)
